Windows Xp Freezes At Desktop After Booting Up

i've tried changing the battery settings because I thought maybe it was acting up because it was on power save mode or something, but I haven't gotten it to work and However at the moment every time I try to connect with microsoft.com or other M/soft sites I get the message "Internet Explorer cannot display the web page". It will freeze and hang for several minutes. Anyone else experiencing this? (I've had this problem both with the laptop plugged in and just on the battery).
