It did still use a bit of CPU but it wasn't the wuauserv.exe process...it was (I think) TrustedInstaller.exe and makecab.exe so at least it appeared something was happening. So I found that temporarily disabling the Windows firewall fixed the problem and then windows update found like 220 updates that it downloaded and installed. I too was frustrated with trying every possible fix I could find - all to no avail. MS says you have to get it from Dell, and Dell won't "give" it to you. http://osuweb.net/windows-7/cannot-install-any-updates.php

I noticed MS Essentials did the same thing, could not update definitions after install, and on its on updated later.
