I checked the Winlogon\Shell key as described above from Vista RE (can access it from the F8 menu on this Vista install); it's set to Explorer. You can’t boot Vista anyway. I can go to the setup by pressing F1 before it gets to the black screen, but F8 and F10 won't work so I cannot go to the safe mode option navigate to this website If I hit the F12 button it starts up fine.

Only thing that worked was pressing SHIFT KEY 5 TIMES.
